DGCA says okay to SpiceJet’s ‘zero baggage’ fare scheme


The Directorate General of Civil Aviation (DGCA) has given its nod to no-frills airline SpiceJet to offer discounts to passengers travelling without check-in baggage.

As per the scheme firmed up by the airline, all passengers travelling without check-in baggage will be able to avail of a discount of Rs 200 at the time of booking their air tickets.

A senior official in the DGCA said, “Passengers will get a discount of Rs 200 if they travel without check-in baggage. But if the passenger reports for the flight with check-in baggage, he will have to pay Rs 400 at the airport.” This charge would include a penalty of Rs 200 and the Rs 200 he had availed of as discount earlier.

The official added that SpiceJet had sought permission to charge a penalty of Rs 750 per passenger but the government did not approve the levy. “A meeting was held recently in which it was decided that the airline can charge total penalty of Rs 400 only”, informed the official. The decision will be communicated to SpiceJet shortly.

The ‘zero baggage’ scheme is expected to attract a lot of corporate travellers who usually travel light with only cabin baggage. In June this year, the budget carrier had rolled out a scheme, offering a discount of Rs 200 to every passenger who books a flight with only one handbag and no check-in baggage. The offer, however, came with a rider that those who book tickets at discounted fares but later decide to carry check-in baggage would have to pay a fee of Rs 500 for up to 10 kg and Rs 750 for up to 15 kg baggage.

Vistara sets own aviation security training unit

The Tata Sons-Singapore Airlines JV full service carrier, Vistara, has established an "Aviation Security Training Institute (ASTI)" which has been approved by the Bureau of Civil Aviation Security (BCAS). The institute was inaugurated Monday BCAS acting chief B B Dash, and ministry of civil aviation joint secretary G Asok Kumar in the presence of MVistara CEO Phee Teik Yeoh. 

Vistara has been authorized by the Directorate General of Civil Aviation to conduct aviation security training for its security staff, cockpit and cabin crew or personnel of all stakeholders covering security areas at airports. This institute is also authorised and equipped to provide training to other airlines for the security requirements as per regulatory guidelines. 

Before ASTI was formed, Vistara used to send its security staff and air crew members to the BCAS regional offices at Chennai, Mumbai, Kolkata, Delhi and Hyderabad for aviation security training. Now, these training sessions will be conducted in-house at Vistara's Gurgaon headquarters enabling the airline to provide quality training to its personnel consistently at one place and save costs as well.

Government scraps plan to privatise Chennai, Kolkata, Jaipur and Ahmedabad airports

The government has scrapped the proposal to privatise Chennai, Kolkata, Jaipur and Ahmedabad airports. The decision was taken last month during a high-level meeting attended by Prime Minister Narendra Modi, civil aviation minister Ashok Gajapathi Raju and his deputy Mahesh Sharma.
While both Chennai and Kolkata airports will continue to be run by the Airports Authority of India (AAI), private players may now be roped in only for a limited role in some operations and maintenance activities of Jaipur and Ahmedabad airports.
The earlier proposal for undertaking the operation, management and development of Chennai, Kolkata, Ahmedabad and Jaipur airports through public-private partnership (PPP) mode has been dropped. AAI had issued request-for-qualification documents last December.
Sharma said on Wednesday that the government has now decided to take up Jaipur and Ahmedabad airports on a pilot basis. "The four airports-Jaipur, Ahmedabad, Chennai and Kolkata-were under consideration. On a pilot basis, the two airports, Jaipur and Ahmedabad, will be taken on O&M basis. Issues of Chennai and Kolkata have been deferred," he told journalists.
The modus operandi for roping in private players to carry out O&M works at Jaipur and Ahmedabad airports is going to be discussed with stakeholders, he added. When asked whether a similar mechanism would be adopted for other airports, Sharma said, "Let's see the results for Jaipur and Ahmedabad airports and if they are good we will extend it to others."
Without disclosing specific details, Sharma said that representations were received with regard to Chennai and Kolkata airports. Civil aviation secretary R.N. Choubey said that AAI has invested significant funds in these four airports. "Instead of privatisation, AAI would continue to be the owner of these airports. At the same time, for better operations and maintenance, private sector expertise will be tapped," he said.

Vistara, AirAsia India unlikely to get nod for CAT IIIB operations


Tata-SIA joint venture airline Vistara and budget carrier AirAsia India are unlikely to get aviation regulator DGCA's nod for CAT-IIIB operations in low visibility during foggy season this year, sources have said. 

In a CAT IIIB operation, aircraft can land in visibility of as low as 50m while the normal minimum visibility required for take off from Indira Gandhi International Airport (IGIA) is 125m. 

IGIA is the only domestic airport equipped with CAT-IIIB technology. 


"Both Vistara and Air Asia India may not get CAT-IIIB this year," DGCA sources said today. 

Apart from other domestic airports, these two carriers have their flight operations from Delhi as well. 

Sources also said that while another private carrier Jet Airways has already received DGCA approval for CAT-III B operations, a decision on Gurgaon-based SpiecJet's application was expected shortly. 

In order to conduct low-visibility landings an airline requires certification for its aircraft and pilots, who need to undergo ground training, simulator training and flying under the supervision of examiners. 

The pilots operating flights under such weather conditions also need to undergo checks and supervised flying every six months in order to retain their ratings and the DGCA issues certification to an airline after it demonstrates a stipulated number of simulated low-visibility landings.

As per the DGCA norms, airlines are required to deploy only CAT-IIIB compliant planes as well as trained crew for flying out of those airports in the country which face dense fog during winter. 

Meanwhile, three more airports - Lucknow, Jaipur and Amritsar would be upgraded to CAT-IIIB level from the coming winter, sources said. 

Besides, six other airports - Raipur, Bhubaneswar, Varanasi, Indore, Udaipur and Vadodra will be on extended watch for diversion of flights, they said. 

The Civil Aviation Ministry in January this year had said that it was planning to make 13 more airports including Amritsar, Jaipur, Chandigarh, Kolkata and Patna feasible for operations to ensure seamless departures and arrival of aircraft during the foggy seasons.



AirAsia announces Mittu Chandilya as Managing Director of AirAsia India

AirAsia today announced the appointment of Mittu Chandilya as Managing Director of AirAsia India in addition to his role as Chief Executive Officer. 

The AirAsia India board also appointed Chandilya as the first full time independent Executive Director of the company.
ET had on August 14 reported the development along with news that Tata Sons had increased its stake in the company to 41 per cent from 30 per cent.

SpiceJet offers fare starting Rs 799 under 'Freedom to Fly' sale

Budget airline SpiceJet has announced the launch of 'Freedom to Fly' sale, offering more than 1,00,000 seats with one-way fares starting as low as Rs 799 (excluding taxes).
An additional 10 per cent discount is being offered for those booking tickets through SpiceJet's mobile app on iOS and Android.
The sale covers the price range of Rs 799 to Rs 2,699. The starting fare of Rs 799 can be availed on routes such as Delhi-Chandigarh, Mumbai-Goa, Bengaluru-Kochi, Madurai-Chennai, Jammu-Srinagar, Kolkata-Agartala among others. It is valid only for direct flights within SpiceJet's domestic network.
The sale starts from 20 August 2015 or today and will remain open till midnight of 22 August 2015.
Under the sale, one can travel from 25 August 2015 to 26 March 2016.

IndiGo market share slips 2.6% in July

IndiGo registered a 2.6% fall in its market share in July. Other airlines such as Air India, Jet Airways, Vistara, SpiceJet and AirAsia improved their market share. According to data from DGCA, IndiGo's market share fell to 35.8 per cent last month from 38.4 per cent in June. 
SpiceJet registered maximum load factor of 93.40%. Report says that Air India improved its market share to 16.2 per cent in July from 15.8 per cent in June.

India's Ghost Terminals: Rs 325 Crore, 8 Airports, No Passengers

Jaisalmer, India: More than two years after the completion of a new $17 million (Rs 111 crore at 1 dollar = 65.31 rupees) terminal building, the airport in Jaisalmer, the remote desert city in Rajasthan, stands empty.

Not a single passenger has passed through the gates of an airport big enough to handle more than 300,000 travellers a year, with parking bays for three 180-seater narrow-body jets.India has spent more than $50 million or Rs 326 crore since 2009 on eight airports that do not receive scheduled flights - white elephants that are a reminder of the pitfalls for Prime Minister Narendra Modi as he bets on an infrastructure drive to fuel growth.
"They (the government) need to realise it's not a case of 'build the airport and we will come'," said Sanjiv Kapoor, chief operating officer at SpiceJet Ltd. The private sector airline last year ceased flying to a new airport in the southern Indian city of Mysore because of insufficient demand.India's ghost terminals were built largely by the previous Congress-led government, which planned 200 'no frills' airports, encouraged by rising air travel and the need to connect far-flung regions.But the empty check-in desks and cavernous baggage halls highlight the risks for PM Modi, too, of catering to powerful regional bosses and spending without a unifying strategy.Across India, more than half of the 100-odd domestic-only airports operated by the Airports Authority of India (AAI) have not seen a scheduled flight this year, official data shows, though some are older airports designed primarily for chartered planes.The AAI did not respond to requests for comment.The Civil Aviation Ministry declined to comment on whether Mr Modi's government will stick with the 200 airport growth plan. But the incentive to grow in less-developed regions remains: on Tuesday, Modi pledged Rs 2,700 crore ($413 million) for four new airports in the state of Bihar, which holds elections this year.The rush to build comes as passenger numbers grow 20 per cent a year, to 38.8 million in the first half of 2015, leaving India's major airports, which account for four-fifths of traffic, saturated.Plans for a second hub in financial capital Mumbai are years behind schedule while the government has struggled to privatise four large airports to fund their expansion.

July air passenger traffic up 29 percent; SpiceJet leads the pack

Domestic air passenger traffic increased by 29 percent during July to 67.45 lakh with SpiceJet leading the pack with 93.4 percent capacity utilisation, official data showed on Tuesday.

The domestic passenger traffic during the corresponding month of last year stood at 52.16 lakh.

The data furnished by the Directorate General of Civil Aviation (DGCA) showed that the passenger traffic during January-July period grew by 21.13 percent.

"Passengers carried by domestic airlines during Jan-Jul 2015 were 455.78 lakh as against 376.28 lakh during the corresponding period of previous year thereby registering a growth of 21.13 percent," the DGCA said in its statistical analysis for the last month.

During June, passenger traffic had risen by 16.03 percent to 66.01 lakh from 56.89 lakh in the corresponding month last year.
